I am trying to land on a carrier and when I try and lower my wheels, nothing happens and I can't set my flaps either.

Yet my hook works fine.

What's wrong?

Are you flying a Wildcat? The landing gear is manual on that plane. You must map a key for it and then push it multiple times until the gear is cycled. The flaps on the Wildcat will automatically retract above a certain speed. You must be below that speed for them to deploy. (I have forgotten what that speed is just now)

You have to map 2 keys for manual gear. One to lower and one to raise.

I think it 250 kmph on the flaps auto retracting.

I think it's the only plane with manual gear and retracting flaps.

In PF.. but in the merged install the I16 has the same type of gear.
