Romagna is the area, or county as we would say in the states. Forli is the small city in the center of it. Romagna consists primarily of the rural farm-like outskirts, much the way the Tuscany map is.

If you've gone to Romagna docks with Leonardo via the big ship and Forli is still not showing on the map, you need to climb some viewpoints to make it show on the map. It's sort of peanut shaped and has a wall around it. This is what it should look like when all viewpoints are climbed. Ignore the text on this page and view it briefly if you don't want spoilers.

arr~ does not mean that .. i already clear the game

All story mode , glyphs , feather , statuette , also all side missions

But in my stat show that just 98.6% Synchronization ~ not 100% .. Why is it ?

(today i go to the menu and just found that "missing enrty" in the SS @ reply 1)

Hmmm, don't know why it would say missing entry. Did you get all things in Claudia's book at the Villa, including all weapons used, etc?

You're missing "Forli" entry, one you should get when entering city walls.
Still, you won't get 100% unless you have Black Edition content unlocked & finished (templar lairs and uplay content)

This helped me a great deal. But only because it got me thinking...I had never actually just WALKED through the front gate...I always climbed the walls or something. You have to just walk thru the gate like a normal person to get the entry
