Yes they can be without cooling fan.
I have been lucky http://forums.ubi.com/groupee_common/emoticons/icon_razz.gif got my two months ago with new design, looks very much the same as in the link.

Most 9200's, particularly from Sapphire use a large heatsink for passive cooling. The cards are fine like that.

I'm currently running on a Power Color Radeon 9200 128mb. It has a large heatsink instead of a fan but in the two years I've had it, it has never overheated dispite some over clocking.

Mee Too.

My 9200 had no fan, and I kinda liked it that way cos I knew there would be no chance of Fan Failure. Still, you need the fan to fit into the Gamer culture today. http://forums.ubi.com/groupee_common/emoticons/icon_smile.gif

Excellent card. My 9200 gave me 1152x864x32 at 30fps at all Excellent settings although no AA/AF and no Perfect mode.
