I suggest posting your DxDiag over in the Community Help forum. They'll sort out your problem.

To find out what drivers you're using, (assuming here you have XP?), Go to Start/Settings/Control Panel/System/Hardware/Device Manager/Display Adapters. Click the "plus" sign, double-click on your device, (should be "RADEON 9600 Pro"), and click the "Driver" tab. click "Driver Details" and the second line under the 'Driver files' list will give you the version number. As for the "Best" drivers, I can't say. I'm using whcih translates into the Catalyst 4.7. For my 9800 XT these drivers are working fine.

Hope this helped at least a little.

Perhaps your video card settings are too high.
Try adjusting your settings. I experimented
with different settings and then named and saved the profiles. I'm using ATI 9800XT 256
with the CAT 4.9. My settings work great for
all my games and simulations. I have one game that I have to change the setting on for it
to run smoothly but all the others are fine on these settings. Be sure to use the latest drivers the ones that are on the ATI CD
are old by now. MIP Map being on high is
probably the culprit. I noticed that I get craggy shore lines with it on full. Try it
where I have it set and see if that works.

My settings:

You may wish to try the Omega Corner drivers. I have to use these as I have a laptop and otherwise late drivers are just not available. But in any event this is OK because they are excellent drivers and perform brilliantly on my system. I will never be able to run perfect settings as I just do not have the system capacity to make this run but with an otherwise very modest system I can run excellent settings across the Board. And if of course you are not happy you can try others without much pain.

Don't forget to go to Coasties ATI setup page. He is an official ATI tester, and there is alot of help here:
