You'll need to find a dogfight server with AI planes in the plane list, or manually edit a dogfight mission file and start your own server.

Here you can find a plane list you can add to a dogfight mission file:
http://forums.ubi.com/eve/forums/a/tpc/f/50910533/m/302103162/p/2
The last list is the best, but the Hawks are
P-36A-3
P-36A-4

Then you first have to choose a flyable plane, use some of its controls on the airfield, and then refly with an AI plane. Press F2 to get your plane on the screen.

You can find out more about flying AI planes in this thread:

iro the p36 A3 you could save yourself the effort and play Battleground Europe. That's also online only but at a monthly fee.

Go to your game folder, then open Missions/Net/dogfight folder and then open some .mis file with Notepad. Paste the full plane list after the [BornPlace] line and following numbers. There has to be a line [BornPlace0] before the names of the planes. Repeat the list with [BornPlace1], [BornPlace2], etc before the names as many times as there are bornplaces. Save the file with some name and then start Pacific Fighters, click Multiplay, then create new server and choose the mission you edited and fly. You can do this offline also.

Here is a mission file I use to test AI planes against AAA:

You can edit missions with Full mission builder, but the plane lists have to be pasted again after saving.

Thanks for the correction, Birdman86.

I fixed the list, but the Hawk-81 below them still bothers me. I know we have a flyable Hawk-81A-2, but is there an AI version and what am I missing in it's designation, if there is?

You can do it offline, but you have to "host" a dogfight mission and you'll be the only plane in the mission (all planes in DF mode have to be piloted by human participants).
