I've seen that list: no permissions to vote.

If you go to your MySpace and select Permisions it will tell on wich forum you can vote.
In my case they have set it off don't know why because I could do it in the past.
Best thing to do is ask the admin why the permision to vote is set off.

Btw, I read Catch-22. Is the film as good as the book?

The film was quite good and included some hidded cliches etc like the one for example of the guy flogging a dead horse.

Anyway 101 views later and 0% yes 0% voted replies..this problem is obviously more profound than first assumed !

No, the film leaves out about half of the book. However, it's still an excellent movie. If you liked the book, I would recommend it.
