If I get a sound contact of a warship and I am at periscope depth then I click on rig for silent running, it lowers my speed to "slow" and the ships always out run me usually if they are moving away from me. Can I rig for silent running and then move my speed up to Standard or Flank to catch up with him without him detecting me? Is that possible?

Yea. Just look at your stealth meter.

As long as you stay behind him.

But keep an eye on his speed if he goes flank with about 20 knots its absolutely safe.

His own propellors make so much noise that he cant hear you. But if he runs on normal speed with about 10 to 12 knots dont feel too safe http://forums.ubi.com/images/smilies/16x16_smiley-wink.gif

In silent running you can increase your speed, However, this defeats the purpose of running quiet so you have less chance of being detected.
