How do I unlock the map?

There are a number of areas that are closed off around Rome and I'm wondering how to unlock them. I'm on Sequence 5 and the Southern and Eastern areas of the Antico District are closed off as well as the eastern and north eastern areas of the Campagna district. The Vaticano district is blocked off as well.. How do I get there?
