Why wont the informant talk to me

I walk up to the informants in the second assassination (the timed flag thing and the 2 kill thing) and neither talk to me. I have all viewpoints and i did the other pickpockets and beatings and such, but i dont know why they wont activate

I had one who wouldn't talk to me and getting the viewpoint right next to them enabled them. If I'm remembering right....
