i was browsing thru websites and i found that clip... can anyone tell me who that man wiht Des is!? is he 16???

It's the general consensus that it is indeed, Subject 16. I must stress however, that there is absolutely no evidence whatsoever that it actually is him, and anyone saying otherwise is simply speculating.

Because it's impossible for two individuals to wear the same clothes? I'm not grasping at anything; I won't believe anything anybdoy on here says unless they have solid, explicit evidence. No-one has said that man is Subject 16, so until then, he's not.

You're the individual telling me who it is without providing any evidence; I've simply said that there has been no explicit confirmation that the individual shown in that video is 16 (or that it's the same individual blurred out in the Making Of) video.

Until you can provide that confirmation, I'm afraid statements are worth less than one of Peter Molyneux's revolutionary game features.
