just quick question since it confused me , people say that steam players cant play wiuth people none steam players ( people who bought digital copies or CD from store etc.. ) is that true ?

that is not true. steam players and non steam players can join and play the same sessions

I can also verify that having bought it from steam, i can play with friends who didn't get it on steam and everyone else

No, you can easily play with other players, despite they having a RETAIL copy of this game. STEAM is just a digital distribution platform.

This isn't actually a Cross-platform play here, so you should be fine.
