Is this realistic? Did the UZO have some stabilizing feature, mount or something? Without such a feature I think it should be the other way around since the scope is usually used at some depth where the boat is more stable in the water, not riding on the waves as much.

this is due to waves pushing you down and is verry hard to keep the boat level as was the case in real life to counter this i normaly set my periscope depth to 13 meter then i dont get bounced up and down as mutch but its still difficult.
best bet is shadow your target untill its dark and take it out with a surface launch.
bad weather sinkings with periscope are tough calm water its a doddle.

Though the UZO has a mount, it is "handrolic" when it comes to aiming. Or at least AFAIK.
