I , and others have noticed more stutters since 4.07.

It is like a spawn lag when someone joins the game, someone is shot down, the lod changes from dot to plane or when you fire the guns for the first time.
this has been highlighted on other forums; here

that's one reason we never use death kick. The last thing a server needs is many people logging in and out all the time. It's better to get everyone there and keep them. You will also notice it alot on air quake servers where flight times are short and people take off, fly for 3 mins, get shot down and do it all over again.
