The top one is a double Lewis Gun, and it's obviously London.

Interesting personnel - (wording this carefully) they look like seamen of one of the Commonwealth/Empire countries - possibly India or Malaya. They, and many from Hong Kong and several Caribbean islands, joined the Royal Navy as "Locally Entered Personnel" and manned ships in their local British "Fleet" (e.g. China Fleet, Eastern Fleet, West Indies Fleet etc.).

There were still many of them at least up until the mid-70s. It was not usual for them to stay on a ship that went back to the UK, so this makes it a rare picture.
