It is of course Roger Daltrey from Russell's movie Tommy.

Tommy was actually originally a girl - from the song 'Glow Girl'.
Pete wrote it while flying in a thunderstorm - they all thought they would die in a crash.
Little trivia for ya' from a confirmed Who fanatic.
My second son's middle name is Townshend...

Bonus points to whoever can say what was Townshend's inspiration for the whole concept.

The scary thing is that I used to think that outfit and hair were the epitome of cool (the second scariest thing is that the outfit would have fit me back then...)
