The russian mafia on Splinter Cell 1 always say this, does it mean anything, or am I miss-hearing?

"Olly olly oxen free" is a phrase used in children's games, which is generally used to indicate that people who are hiding (in a game of hide and seek, for example) can safely come out into the open.

Also if you read the HALO books you would know John (Spartan 117) used that as a signal to his companions that all was safe.
