I know in reality (at least according to the books I've read) the steam torpedos had a less potent warhead than the electrics (significantly less).

Anyone know if that's modelled or is there a mod for tweaking warhead explosive charge?

I believe theyve changed the type of explosive at some point.

Im not sure but i think they used Amatol as replacement for pure TNT.

That makes sense as the torpedo dimension were fairly inflexible because of the body diameter, length, propulsion requirements, handling equipment and stowage constraints. So to efficiently increase the destructive charge would mean a change of explosive type.
