Know anybody how skin cache on server and on clients works? If five pilots with 5 same skins are connected to same server, assign server these skins to 25 numbers and distribute these skins to these pilots?

Ok when hosting online campaigns we like to use personalized custom skins. In order to avoid the server from having to move the skins around, each participant beforehand places a copy of EVERYONE'S skin into the appropriate folder in the rig. Everyone enables skin downloads and we fly.

I think you're wrong.
Selected skin from my paintschemes directory is transferred to server. Server assign unique number to that skin and transfer that skin to other clients.

If I speculate about your theory,how my client (il2fb) can discover that my skin 123456.bmp in cache folder is same as skin mymateskin.bmp in my paintschemes folder?
