So i may have accidentaly downloaded the uplay passport on the store again. And now i cant seem to be able to register/log into uplay. Which means im stuck on level 4. Anyway to fix this issue? Or am i screwed due to ubisoft connect being a thing now.

Hey henniko_! Thank you for contacting us about not being able to login and being stuck on level 4! I suggest un-linking (https://www.ubisoft.com/en-us/help/article/ubisoft-account-unlinking/000080989#UnlinkAccount) your PlayStation account from your Ubisoft account, then re-link (https://www.ubisoft.com/en-us/help/account/article/linking-other-platforms-to-your-ubisoft-account/000075524) the accounts to re-establish the connection. Also, have you tried un-installing and re-installing the game?
