Primary controls for player 2

There should be a way for player 2 to use either the primary or secondary controls, so one person can use the primary control scheme on a gamepad, and another player can use the primary control scheme on keyboard.

Looks like 2 player gamepad + keyboard hasn't even been implemented yet. There needs to be a control device selection per player: Keyboard Primary, Keyboard Secondary, Gamepad 1, Gamepad 2, etc
