Well... Is it impossible to fix input delay too? It will be much better even with 30FPS, it would be only 71ms delay, except 124ms. For example I played PC 60FPS Triple Buffer with 83ms delay and it was already very comfortable to play.

Sadly it's hardware dependant, meaning you can't expect so much from consoles.

I can understand why players complain about "light spam" or 400 ms, because if you are on console with a bad setup, even 500 ms can be hard to react

Nice try.
Now tell me, when iam on PC with wired mouse and KB, why i have laggy moves, where when i try GB etc, so my hero do it after few moment, or make light attack after when i dont press light attack button. My hero is much more slow with bad reaction, compare to stream plays.
My PC autosettings is on Ultra, i lowered it on medium, have 100Mb/s cable connection with 13 latency in game and my game is still more "slow" then on stream plays.
So u can be happy for ur control delay. On PC can be much more worst!
Console game is better optimized, becouse are all same. Not like PC/NTB hardware, drivers ...
