So aesthetics aside, what does the nobushi bring to the table that the JJ doesn't?

JJ feels like the rework she should've gotten.

A different kind of defense/viable punishes.

Sifu's stance in conjunction with a dodge first allows JJ to negate most standard pressure when he's OOS and also allows him to more efficiently avoid being ganked. His range plus his ability to soft cancel or cancel recoveries means unless you can get in on his face punishing him is unlikely outside parrying. This comes at a cost however of not having his own ability to reliably attack outside of ganks and team fights.

Nobushi has spacing as well. But she has the ability to CGB in HS and also dodge out of HS. Which makes her safe in situations that JJ would not be. Such as someone getting in her face. And her options coming out of HS actually allow her to punish people she avoided. But this comes at the cost of not being able to escape OOS pressure and not having anyway to be offensive.

I would say in terms of 4's JJ is an anti gank/team buffer. Nobushi is more like a ganker/team enabler. As her ability to avoid and then punish adds hitstun which with a coordinated ally allows them to damage the opponent as well. She also is a great poker. Preventing enemies from punishing allies. JJ does not have this due to most of his attacks being aoe or sweeps.
