Having trouble understanding increasing citizens in a town:
Why are Ascension rights denied? How do I get ascension rights. What are Envoy Licenses or Trade Privileges? Why is that scroll rotating over the Market Place? Not understanding these things keeps my towns at a standstill. Not about to get move citizens into the town.

Is there comprehensive directions on how Dawn of Discovery works?

In Dawn of Discovery (also called Anno 1404) only part of your population can get to the next level. Envoy Licences are ascension rights allowing nomads to become envoys. Trade privileges are rights for citizens to become patricians.
80% of peasant houses can advance to citizens
60% of citizen houses can advance to patricians
40% of patrician houses can advance to noblemen
70% of nomad houses can advance to envoys

You can get more detailed information on Anno 1404 wiki (https://anno1404.wikia.com/wiki/Anno_1404_Wiki).

Also remember that all needs have to be fulfilled and taxes have to be the lowest (dark green). And you get more ascension rights by having more houses of certain population tier.

It is all how many people you have. Ascension rights It only is granted when you build more houses. If you not building any houses you will be at a stand still. This is a time game where you have to take your time. Yes would love to move along quick but you can't. Now if you make maps or run the mod you can do a lot better.
