I have a low end laptop. But I really wanted to play this game since the offer was hard to pass up. As you can tell things are going transparent I haven't tried the multiplayer only the story so I don't know if it's just the story or not but either way I would like to play the game ideally

Im assuming you've already tried playing with the settings? If you have a low-end laptop, you'll want to mirror the minimum requirements as closely as possible, which are:

OS: Windows 7, Windows 8.1, Windows 10 (64-bit versions only)
PROCESSOR: Intel Core i3-550 | AMD Phenom II X4 955 or equivalent

Resolution: 720p@30FPS
Video Preset: Low
VSync: Off

Something to try also would be verifying your game files on Steam to ensure everything was installed correctly.

In the end, because you are running it on a low-end laptop, it could simply be that your setup simply cannot run the game and render everything correctly.
