Does anyone know it's value? it seems to be at 0.14% per point.

Aiden, the hidden coefficient for Armor seems to be 0.0001401 and caps out at 65% damage mitigation (at least if the Character Sheet can be believed). That means that you need approximately:

0.65 / 0.0001401 = 4639.5

4,640 Armor to maximize your damage mitigation from Armor. Keep in mind, however, that there is a talent or two that increases your Armor by a percentage and do not, I believe, allow you to go over the 65% maximum. A High-End Holster can be crafted or found with the talent Sturdy, which increases your Armor 12.5% when staying in cover for more than ten seconds, meaning 4,640 is a 112.5% increase of 4,124, the highest Armor achievable before the Sturdy talent fails to generate its full damage mitigation potential. If there is another such talent, I'm not aware of it.

There's a Chest Talent that gives 45% more armor while in cover.

You're right. A friend informed me yesterday about the Robust talent on High-End Body Armor, which grants 45% more Armor while in cover. This means that the minimum players can have equipped and still potentially receive the full benefits of these talents and Armor would be about 2,844 if the talents are multiplicative and 2,946 if they are additive. These are easily achievable equipping High-End gear with no extra investment in Armor.
